Changes to IRC Rules For 2010
IRC Rules for 2010 look significantly different for the reasons that they now incorporate the whole of the ISAF Equipment Rules of Sailing. In parallel, a number of housekeeping changes have been made including a general re-numbering. For quick reference, a table of new and old rule numbers is shown on this website and in the IRC Yearbook. In the rule text, changes related only to the above are not marked. Other changes are marked by a left marginal sidebar. Changes of significance are noted below.
• IRC Rules now incorporate the whole of ERS. In practice, the immediate effect of this is very slight. In a few cases, parameter names (eg Length Overall, LOA, is now Length of Hull, LH) have changed to be consistent with ERS without any substantive effect. In the rule text, a term used in its defined sense is printed in "bold" type if defined in the ERS, in "italic" type if defined in the RRS and in "underscore" type if defined in IRC Rules. Any abbreviation given in Appendix 1 is used in its defined term unless specified otherwise.
• Rule 4.4 has changed to reflect the addition of a third member of the IRC Policy Steering Group appointed by the International IRC Owners Association.
• Rule 8.2.1, addressing short handed certificates, has been modified to permit changes to mainsail widths and the use of stored power on a short handed certificate.
• In addition to the statement in Rule 11.1 about changes to IRC Rules, there is now an explicit statement in each rule that may be changed by an Organising Authority.
• Rule 15.2 addressing manual power has been amended to separate the use of stored power for backstays and for other running rigging and also to include the hoisting of headsails and spinnakers.
• New Rule 19.2 defines keel fairings.
• Rule 21.3.4 is amended to require a whisker pole to be declared and to clarify the meaning of this rule.
• Rule 21.8.1 (b) is amended for boats of LH > 30.5 m and with DLR > 60 removing the minimum qualifying LP.
• New Rule 22.1.2 formalises the common practice of removing bunk cushions
• There are a number of other detail changes of an administrative nature.
